The fixed registration fee on cross-border parcels: why shipping costs more than the goods
A seller of gardening tools on Ozon sent over a logistics invoice with a question many people ask: the rate shows 28 yuan, so why does an item bought for 8 yuan cost 43 yuan to ship?
Start with the invoice

The first misunderstanding is right here: 28 yuan is not the price of a shipment, it is the rate per kilogram. 0.62 kg × 28.10 = 17.42 yuan, and that part is reasonable.
The real problem is the registration fee
Every parcel carries a flat 25.83 yuan. It ignores weight and it ignores the value of the goods.
For a 0.6 kg parcel that is 60% of the entire logistics cost and more than three times the purchase price of the item.
This is why switching cross-border providers does not rescue goods like these: the fee is charged per shipment, not per kilogram.

A low-priced item with real weight loses money on cross-border by construction.
Three things that actually work
First, sell in bundles. The fee is per shipment, so put several units in one. On the numbers above, at 11 units per parcel the per-unit logistics falls from 43 yuan to roughly 20.
Second, ship heavy goods in bulk. One consignment to a Russian warehouse spreads the fee across the whole batch and it nearly vanishes per unit. The price is tied-up cash and inventory risk.
Third, watch the volumetric weight. In three of these five parcels the volumetric weight (1.5–1.8 kg) is far above the actual weight (0.6 kg). Ozon currently charges on actual weight, and that is luck. The moment they switch to the greater of the two, shipping goes up 2.5×. Shrink the packaging before that happens.
Conclusion
The seller's judgement was right: importing his own goods into Russia genuinely does work out cheaper. He had simply read the per-kilo rate as the cost of the whole shipment.
Before choosing a scheme, calculate one thing: the share of logistics made up of fixed charges. Above half means the item is too cheap or too light for that scheme.
